Other native americans also have advisor costs or buildungs costs reduced as national ideas or traditions. So it shouldnt be that.Presumably it's either the advisors or the buildings.
That, or the lack of missions.

Stack so many -maintenance modifiers that you have negative maintenance.
So it would pretty much work for every native council and not just cherokee in particular.Native councils are -50% (!) maintenance. It's impractical to use with CoP because you have to reform to get things like grain depot, decent ability to fight, and the ideas any time where you're still relevant, but without CoP native council can westernize and build standard buildings, making stacking maintenance reduction over 100% trivial.
Gotta love programming logic for things like this.

I think there are more things without minimum than there are things with. The result can be funny sometimes.The only thing I'm surprised about is that there's not a minimum floor for it. There's minimum floors on so many other things that have stacking modifiers (coring cost reduction, anyone?), so I'm surprised there isn't one here.
