Following the dramatic increase of leader traits in the Galactic Paragons expansion, this suggestion seems less relevant and is hereby withdrawn.
If anyone wishes to raise it from the dead, partially or wholly, feel free to do so in a new suggestion thread.

Historically, science is not the only field where prodigies and geniuses have existed. Yet, in Stellaris only the scientists have a "Spark of Genius" trait. It would only seem fair, and enrichening to the game, if it was possible to get genius leaders in other jobs as well. This idea has the benefit of not needing any new graphics or text, as the current icon and tooltip for Spark of Genius should work equally well for all leader roles.
This leader is prone to sudden bursts of inspiration.
For scientists, the trait gives +10% research speed which is equivalent to the research speed bonus of a level 5 scientist. Additionally, it increases the probability of rare techs being drawn, but this would be harder to translate to the other leader roles without involving events. For the other leader types, the level 5 bonus in the main benefit would equal the following:
  • Ruler: +15% monthly unity
  • Governor: +10% resources from jobs
  • Admiral: +15% fire rate
  • General: +25% army damage
Note that the Spark of Genius trait would be job-specific. A military genius would not necessarily be a genius at ruling, and vice versa.
Note that these numbers are also only examples of potential bonuses. Different values (than a multiplier of 5) might be called for on a per-job basis due to balance considerations, how much of a difference the trait should make for an empire, and other potential aspects.

Furthermore, genius scientists do not currently get bonuses to survey speed, research assistance, anomaly investigation or archaeology - but it could be argued that they should. Similarly, a genius admiral would truly feel like a historic genius if they got not only the +15% fire rate, but also got a similar bonus to other things such as ship evasion, ship speed, weapons damage. That being said, even a simple Spark of Genius trait for each leader type would enrichen the game.

the main concern is that the high end trait you mentioned isn't exactly common

early game it isnt really viably to gacha roll for a leader with that perk, and by mid/late game it is kind of useless as your current leaders are higher leveled and you might have enough resources to compete with that bonus

adding in other traits that function the same but for other stuff i don't think would go any different

Being a scientist is pretty much the only thing that would get a straightforward bonus from being a "genius". I think it should remain a scientist trait for the sake of clarity if nothing else.

Tactical Genius at least is a trope that would be perfectly reasonable to see on Admirals and Generals.

Scope-wise, +5 levels is much more relevant on non-scientist leaders. On scientists, it's competing with the expertise traits that give +7.5 levels in a specific area, but for other leaders:
  • Ruler: Competing with the +3.33 levels (+10%) from Reformer
  • Governor: Competing with Agrarian Upbringing (Food +10%) or Intellectual (Research +10%), which offer the same +5 levels but only to a specific resource.
  • Admiral: Competing with the +1.67 levels (+5%) from Aggressive
  • General: Competing with the +2 levels (+10%) from Butcher
Either the strength of existing ruler traits would need to be scaled up, or you would need to instead scale it as 2/3rds the strength of the corresponding existing trait.

For historical examples of potential military geniuses, here are a few names worth mentioning:
* Alexander the Great
* Hannibal Barca
* Julius Caesar
* Frederick (II) the Great
* Gustavus (II) Adolphus the Great
* Genghis Khan
Most of those were also rulers. Which is cool but like ruler traits.

Admiral Yi defeated a concentrated and unified Japanese invasion of Korea almost singlehandedly
General Belisarious retook almost the entire Italian peninsula during the reign of Justinian

Genius Governors are like Politicians who are great at getting public support, or are really good at wheeling and Dealing, Like Sir Robert Walpole first Prime Minister of England (who was also incredibly corrupt, seriously go watch extra history on the South Seas bubble to learn more about him)
