Several thoughts on the spy system.

I think there should be a default for each government position, which has either negative or neutral stats. It's very frustrating that someone cannot be assasinated merely because the country lacks a replacement.

I also think there should be options for assassinating military officers which was in fact far more common than government positions.

If you got an espionage system, then you're using Doomsday or Armageddon, and thus you are in the wrong forum... ;)

I know that it is possible to have "none" as minister, so I am pretty sure that you can assassinate anyone even if it's the only available minister. While the leader part is a good suggestion in theory, it just isn't worth it in the game - how should it be implemented and who would actually use it? How to make sure it's neither overpowered nor useless? The few historical examples are already included as events...
