Good point. Raising the cost of capital ships would do the same thing.
But.
What if the rules were also amended so that capital ships could only be repaired at naval ports that were co-located with heavy dockyards?
That would introduce the option of re-enacting Operation Chariot (the St Nazaire Raid). The target of that operation was to destroy the dockyards on the West Coast of France. These were the leading facilities West of The Channel capable of repairing large Axis ships operating in the Atlantic.
- and i can concur with that statement. Without TfW as a Canada i can rush US in 1938 and conquer it by 1939. With TfW on the other hand... yeah... in long run unique tree makes Canada a powerhouse but war with US will be postponed up to the point when Sleeping Giant is already woke...
If the costs of capital ships is increased, do we really gain that much by having heavy docks for capital ships? I can appreciate the ability to replicate historical events, but would it be worth the additional effort to make heavy docks?
