More and more countries are getting unique focus trees in Paradox' DLC's, such as the commonwealth in "Together for Victory" and most Balkan nations in "Death or Dishonor." However, many nations still use the generic focus tree.
This generic focus tree is well known to many players, as the Fascism tree gives an extra 7% recruitable manpower. Not only that, but it also gives -10% Effect of partisans on us which is very strong if you are invading huge, major nations. Even minor nations can become as strong as you wish.
Meanwhile the Democratic generic focus tree gives 20 % trade deal opinion factor, arguably the second most useless of all foci. Deterrance however, is an excellent focus because it gives forts and military factories construction speed of 20%. There's also the interventionism Democratic tree. But that only means you can send volunteers to a war without any reward after the war. A niche focus, at best.
Now the Communist foci give -25 % justify war goal time, which in itself is pretty good. Especially since, at least early in the game, you tend to rush wars before World Tension goes up from German foci and Japans war with China. The second focus in the tree grants -75% Foreign subversive activities efficiency, which is 100% useless. The AI will never boost their ideology on you. Well, unless you play as a country in which Germany or Italy has "befriended.' In the sense that you now get daily Fascism support. Such countries are Denmark, Holland, Norway, Sweden and Bulgaria. In total the Communist focus tree grants an excessive amount of political power, 670. The issue is finding a country which needs so much PP that can adequately spend it.
Clearly the Fascist tree is by far superior because it grants so much extra manpower. Arguably it is already too strong. Even small minors with a million civilian population can dish out over a million men army with extensive conscription (5%) and Fascism focus tree. For most nations, Fascism is just too good to pass up for the manpower. For Non-Aligned China, Deterrence is a good focus, but it arguably takes too much time to get it in any meaningful time before Japan attacks. But which nations utilize the Communist focus tree well? It would have to be some nation which already has very high population, that has the resources to and industrial capacity to make both air force and Navy. Possibly Brazil (by annexing neighbors) and Turkey.
