Generals in 1.8 patch

Hi, since the 1.8 patch came out I see a recurring situation. I see pre-1600 3 stars generals, in the most random situations like in 1554 Foix have 3 stars general (?!). And when I say Foix, I say Aachen, Ulm (working as intended ofc)...

So it's just me that this is happening or is widely known?

I see weird nations with insane generals quite often. In my 1.7 Italy game, the best general for a while was a 3-star 5/6/4/3 general in Cosmopolitaine Brazil of all places.

I think it got changed somehow. It used to be something like 17 pips for 3 star general 10 pips for 2 star general, now I think its solely based on shock and fire. I've seen 3 star generals everywhere too.
