Generals and admirals are removed when a game is loaded.

Playing as Rome, both with tutorial and non-tutorial start. Generals and admirals on non-Legion I / 1st Navy units are removed whenever a game is loaded. The loaded game can happen from the desktop, main menu, or in-game menu. These characters are removed as though done in-game; they are not allowed to be returned to command after the game loads until 12 months has passed.
This bug does not immediately affect the army / navy present on new game. This bug only seems to affect newly created and merged units created from the macro builder.
A potential work-around is to merge the various armies and then transfer them over to a new unit post-merge, but I am not sure if this will continue to work over time.
This bug persisted from at least 1.3.2, based on another forum post.
