Back on topic, i always DoW around sept/oct if i am playing a winter country, make sure your armies are well back from the front line, and watch as the computer comes marching to its attrition death. Let them die all winter and then come spring you charge out with your untouched armies and sweep up.

I've noticed that a fortress is also important. In some colonies in Canada you can also freeze your nose off in winter, and it remains the same if you develop these colonies into towns. Once you build a wall though, it seems to stop completely ...

Forts add 10 to the supply value with every level.

...they also increase the support limit for the enemy, but the upgrade is still worth it.

Overall, perhaps the best country to take advantage of this is Poland-lith. About two thirds of the country will gain winter while the bottem left parts will not. This means if you build lots of forts in the North, Russia can easily run out of troops while you keep yours safly in the underbelly of your nation.

I find the winter is random in the territories it covers, sometimes meaning when I play IGC, Prussia is at times defended this way and sometimes not. It always seems to not when that province is invaded...
