There's a few things with giving/getting provinces in the game. Here's what I suggest should be added:
Buy province: With this, it would be the opposite of sell province (obviously), but it would be harder to buy than sell a province.
Perhaps some good modifiers (ones that make them want to sell it):
-Rebellious (higher the unrest, the larger the modifier)
-25% or so lower than average national development
-High autonomy (Over 50% the higher the modifier)
-Wrong culture (for them, and if it's your culture and not theirs, even better)
-They are scared of you and you have claims or cores
Some modifiers against you buying would be:
-Civil (<0 unrest, lower the unrest the larger the modifier)
-Above or at average national development
-Low autonomy
-Correct culture for them
-They are hostile, neutral
-If the province is more than 25% or so of the total amount of provinces
Client state provinces: Having to sell provinces individually to a client state or vassal is slightly annoying. Perhaps you should be able to shift click several provinces to sell to them, rather than having to wait 30 days between selling provinces. Also, if released by you, they should get automatic cores on provinces you sell to them.
Selling provinces: Like above, you should be able to sell multiple provinces to a nation, with the cost of both provinces being determined by development and autonomy, but still being cheaper than selling them individually (maybe 15% discount for buying/selling in bulk), just for convenience sake.
These are just my thoughts, and feel free to point out anything that seems a bit odd or doesn't fit with the game or anything. I'm more than open to suggestions and feedback!
