General Pips and military skill .

In game i have routinely seen rulers with 0 military skill become 2 star generals while rulers with 6 mil skill become 1 0 0 1 generals just because of army tradition .Does military skill even have a say in the doling out of pips if not should'nt it . Ruler diplomatic skill already has a positive effect on the ability to succeed in diplomatic actions shouldnt military skill also have such a bonus giving say the following effect without any modifiers -
0 skill-no base pips
1 skill-2-6 pips
2 skill-4-8 pips
3 skill-5-12 pips
4 skill-6-14 pips
5 skill-8-16 pips
6 skill-10-20 pips.

i dont think they have any effect, my 5 military heirs have a tendency to be 1-0-0-0 generals
