General list of suggestions/critiques for the Austria update

Governing capacity:

- This has very little in-game to explain it. How much does a province cost as a territory vs. a trade company vs. a state? It's not listed anywhere I can see. I know there are dev diaries I can go back and read but who knows if those will remain accurate in the future?

- Courthouses and Town Halls don't allow you to sort by how effective they would be at improving governing capacity in the macro builder. This suxxx.

Mercs:

- They act as if they are at full maintenance at all times, but they don't actually deal morale damage when the slider is set to minimum maintenance. This means you have to raise maintenance while they are in battle, which is really weird. They should do normal morale damage at all times if they are always fully funded.

- If the initial build cost is going to be so high then they should act like Condotierri where initial cost pays for the first x months of maintenance. As it is they are absurdly expensive as a supplementary means to just finish up a war that you can't finish with your own manpower. 30k infantry costing 1k just to hire is kind of absurd.

- Costing 5% professionalism per merc group to hire is insanely bad. By the mid game 5% professionalism can instead be turned into 50k, 100k, 200k manpower through slacken standards. This is basically always objectively superior to hiring mercs. Find another way to have professionalism impacted by mercenaries. Maybe have them give a small constant -professionalism penalty in proportion to the percent of force limit they take up.

- Cannon and cavalry mercs are really awful. There's basically zero reason to ever use them. Consider changing the increased maintenance from being mercenary to a flat penalty rather than a % modifier to base unit cost.

- Possibly give them a modifier that makes them more expensive to reinforce but cheaper to maintain. It would make sense that if the mercs are dying they should be demanding much more cash.

Estates:

- Moar Privileges please! Its a great start but there needs to be a lot more, balanced options. Especially for tribes.

- Merchant Republics not getting estates sucks bad. Please just give them it already!

- Some way to better control who gets land is needed. As it is you can only grant land to all your estates rather than choose one to favor.

- Give us some way to cancel the diet agenda if it turns out to be un-completable. The random missions these replicate used to have this, without it you can get stuck for a long time.

UI:

- Thanks for adding the ability to detach an army from a siege and keep the general in the sieging army. However this is bugged in that while you can do Shift-click on the button you can't do Shift-D.

- For some reason now when I press "F" to open the province search bar it also registers an "F" as the first letter I'm searching for. e.g. if I type f alexandria to try and go to alexandria the search opens and looks for falexandria. Please fix.

Bonus:

- I see no reason to cap the # of privileges per estate at 4. Its a bit dangerous anyway since there's the chance of the estate disaster firing, I saw it ticking for a few months when a bunch of events spiked noble influence. So it should be an option.

- It's also annoying when you have 4 privileges handed out and are unable to see what other privileges would be possible without revoking a privilege first. Sometimes I want to know if there would be a better option to change out to but it would require taking -20 loyalty to see.

- Now that trade companies can be everywhere and there is a strategic reason to TC certain provinces and not others (as opposed to just TCing everything you could), there really needs to be a map mode that displays TCed provinces.
