So, after some fighting with the 72 division garrison army I noticed that my general was gaining absolutely zero experience, both to levelling up and traits.
To find the reason I conducted some tests in non-ironman game with cheats and save-load.
Setup: 16w pure infantry with HOS+ENG MA divisions in army with garrison order; manually attack from 3 provinces with 10 divisions (160w) for one week exactly, then stop and check.
I tried different number of divisions under the command of the general.
Results:
12 divisions - 22 XP gained towards various traits (like infantry leader) and 9% towards levelling up;
24 divisions - the same;
30 divisions - 17 XP to traits and 6% to levelling (~25% penalty);
36 divisions - 11 XP to traits and 4% to levelling (~50% penalty);
48 and more divisions - zero XP at all (100% penalty).
Soooo.... I mean, yeah, Skilled Staffer can effectively command 30 divisions and they won't have any penalties, but the general himself will have the 25% penalty to XP gain, and I don't see anything in game to mention it. I assume it's hardcoded to only use the 24 number instead of the actual division limit of army at the moment.
