Gene modding on species rights; bug or wai?

I'm playing as a normal hive mind and a devouring swarm attacked me. I won and ended up taking almost 40 systems from them and gained 250ish pops. I made sure they were already set to live stock, spread them out over my planets, and replaced my farming districts because I didn't need them anymore.

So all 250 are the same sub-species and set to live stock. I make a new template to add delicious and apply it to all of them. when it is complete the new delicious species for some reason reset themselves to full citizen. I'd have to wait 10 years but not possible because the monthly food deficit is massive.

I reload to the month before the special project is completed and cancel it. I reapply the template to only one planet with a few of them. Same thing, they set themselves to full citizen. I wait 10 years and change the delicious pops back to livestock, then apply the delicious template to the other 90%. Project completed and all are full citizens again.

I assumed wrongly that because the normal species is set to live stock that the modded ones would keep the same rights.

I would suggest heading straight to bug forum and let them kick it back if they think its WAI. I severely doubt it, though.

I have in fact noticed with Xeno-compatibility all my half breeds are coming out with full citizenship and default rights same as my primary species when I've set their parents to resident or what not. Considering regular offspring wouldn't gain better benefits I highly doubt hybrid offspring is intended to, probably just an artifact of the system treating them as a new race migrated into the empire and given default rights. So in that sense, probably WAD but doubtful on WAI.
