Garrisondivisions still not use old equipment

After i conquered some countries i get some old WW1 tanks that i wanted to good use in garrisontroops.

But the garrisontroops take only the newest equipment out of the storage even when i forbid them to use any other then WW1 tanks.

Had this problem in 1.9.0 and now in 1.9.2 it still is not fixed.

So the garrisonsystem is broken cause they are taking the newest stuff and your fronttroops have to take what is left to fight the real enemy.
