I created a new unit type, a second "model" of militia which I call a "Garrison" unit. I gave it a speed of zero but unfortunately when it goes into the game the game seems to assign it a movement rate of ONE. I suspect the game is hard coded for a minimum speed of one.

Anyone have any ideas on how to force it down to a speed of zero (and also prevent the AI from using strategic redeployment on it)?

It seems to me that you SHOULD be able to move garrison troops.

However they should have minimal combat ability (outside of fortifications), and move VERY slowly since they would have little in the way of assigned transport.

A move of 1 or 2 seems appropriate. I don't know how you would simulate their ineffectiveness outside fortifications, however.

In addition to the typical garrison places I mentioned I'd also like to place a few along the NW coast of Germany to prevent the silly UK early war invasion attempts. (and the braindead German AI that leaves this area empty).

I tried tweaking up the "victory point" value of provinces to get the AI to protect them but apparently the AI virtually ignores VP values.
