Garrison troops

Hi everybody.

I'm playin HOI4 with La Resistance for a few hours and i chose USA as communists.

I'm having trouble to deal with garrison troop cause i've a pop up icon that indicates i need material or manpower. Indeed when i let my cursor on this icon, i need 9M men... I don't know what to do. I'm not even at war for now (1940). i can't imagine what it ll be when i gonna conquer enemy territories with strong opposition.

That's strange is that when i go to my menu "occupied territories" i need only 5k garrison troops so... What is this 9M men i need to provide ???!!

I'm going to need more information. Something seems really wrong unless you used console commands to annex half the planet.

Do you have a save?

I dont see any indication of 9m troops. Where are you seeing that? Are you sure you arent misreading it?

Yes i have a save. What do you need to know ?

Quit the game the reload.
Check your default occupy policy and switch to a policy less need for police. And you can ask your allies to provide manpower for garrison.

I cant read french but that might just be a bugged tooltip. Look carefully on what it says in the occupation screen.

It is written :
"Materials or manpower needed for garrison : bla bla bla... ***red ***9M18k men are needed ***/red*** right click to hide "

Here is my occupation screen :

As you can see i have 12.47M manpower as "foreign aid / foreign troop" (don't know the exact translation in english).
When i pass my cursor on it, it's written that i have 5.19k as garrison from USSR, don't know why not my own men but nevermind, adding to this i have 12.47 as reserves incuding 410.34k from USSR.

@Cavalry : the previous screen shows that i've already asked for garrison (USSR). I already quit the game and reloaded several times, it doesnt help. Same problem.
I don't need many troops as garrison (5k only at the moment), and it's 100% fulfilled, so i don't think that changing the occupy policy will solve why it mentioned that i need 9M men more...

Those numbers are so large that they look like display errors rather than an actual manpower shortage.

Change to resistance map mode. Are any states showing an increase in resistance?

@GrandVezir Nope, as far as i know everything's under control. I have 0% everywhere so...

Looks like a glitch, that icon should not even appear if you have 0% resistance everywhere.

Its using foreign support. You probably asked the Soviets for foreign legions which is what the "Soutien etranger" is.

You are using their manpower to guard your stuff, and not your own manpower. Not everyone in this reserve is guarding your stuff at once, if some of the soviet foreign legion dies handling resistance more will fill in to take the place (thats the bigger number, the total reserve).

Haha they're watching at my own stuff instead of me ? I like this sentence ^^.
By the way, i don't know why it asks me for more troops in garrison anyway, cause my stuff is guarded, and i fullfilled my occupation territories at 100%. Why the game is asking me something ? Everything is fine nope ?
