Yes. By editing the Template Equipment. Uncheck New Equipment and scroll down and check which equipment you want that template to use.
Right, but does it actually and effectively work in 1.9.3? You could do that in 1.9.2 and prior, but the equipment settings in the garrison template were ignored.

The bug is still there, I just tested it. It is extremely rare for a bug to be fixed without it being mentioned in the patch log or first being acknowledged by QA or a dev.

SpAA was not used for anti Partisan Activity, except when attacked by them.
AC would do the job as well.

A armoured halftrack with 4x 2cm on it would do it better.

I have no AC.
I dont buy a DLC that fix the problem of the free patch...

That the prioritisation of equipment still not working is a laugh in the face of the gamers.
This problem exist since the patch and it is still not fixed but SPAA must be nerved cause no one bying our shitty DLC.

Paradox this is really really bad.

I prefer it if the "tiers" for best suppression units were

1.) Armored cars (because they basically sold it as the best already)
2.) Horses and Motorized (so there is a sort of continum from cavalry to motorized)
3.) mechanized
4.) infantry
5.) Light tanks
6.) anything else

You obviously argue that firepower is a main factor for effective police work. A casual glance at US vs european crime rates says otherwise.

Even though a bit silly having SPAA in garrisons it should have been left alone for players without LaR so long as Paradox insists armoured cars are DLC only. It's not like they kept the old occupation system around for people without it.

Still use SpAA in garrisons. Or heavy tanks, marines, AT...

The game still doesn't explain if Hospitals help Garrison Divisions...
Just four attributes work for garrisons:
  • manpower
  • suppression
  • hardness
  • equipment/production cost
Those are listed in the game. If it tried to list all the things that don't work, it would fill half of the screen.
