It seems that actual garrison reinforcement rate is very different to what it says in the tooltip - for instance a tooltip would suggest +21/month and yet I observe it at more like 1 per month. This happens to both my demense and my vassals' garrison reinforcement - it's taking some vassal cities years to fill up 200 garrison.
Is there a reason for that? What am I missing?
