I had read the guides on garissons and I tried to prepare as germany. I built around 5k armored cars.
I made a garrison division template of 4 armored cars.

War won in europe (haven't taken denmark or yugo or greece yet) easy peazy. Took vichy so I dont have to deal with resistance. I set the law to martial law and see what happens...
After a bit of time it wanted about 5k armored cars to meet the total garison requirement(as shown in the equipment details sub tab of occupied territories). Great! I am at almost 100% stockpile. I should be good!
Resistance targets are around 14% i can deal with that!

Everything seems dandy. Its a lot of armored cars but I prepared and all was met.

Fast forward a few months, I now have denmark and just started war with yugoslavia. I notice that resistance is getting higher and I go check. Now it says i need 12k armored cars.... I didn't change my resistance laws... I didn't really change anything.. Just added denmark.

I manually added up all the # of cars it says I need on each mouse over of each occupied minion and its the right total. What the heck happened???

Is this a bug?

What occupation laws are you using? If you're using civilian oversight, the demand for suppression and garrisons will increase as the resistance target rises over time. You need to use harsher occupation laws or a garrison division with higher suppression to keep the resistance down.

I've noticed that sometimes you can even go net 0 in equipment requirement by adding another battalion of AC to your garrison divisions. I tried a 25 AC batallion garrison template that reached ~90 suppression which seemed to keep the equipment requirement down.

In civil oversight the resistence sky rockets to 25% or something, but after 1 or 2 years it goes down to near zero. You just need to be patient while compliance builds up.

Someone said you should get the Prince of Terror to decrease resistence, could be an idea.

Why people keep designing there supress divisions like usual divisions? Unless you use mix of inf/cav/vec batalions 1 batalion template is equal to full batalian template.

I believe the amount of suppression divisions you need is partly influenced by the amount of resistance. Since resistance starts at 0 and grows up to some baseline, the amount of garrisons you'll need when you hit a steady-state of resistance will be much higher than the baseline at 0 resistance immediately post-conquest.

New recictance system use ghost off-map divisions, and it also use fraction number of division.
Resistance law you choose defines supression number. After that system calculate how many divisions of chosen type will requre to fullfil that number.
Let's say you need 3 supression in a state.
You chose 10w cav div template (10 suppression). Than equivalent of 3/10 equipment and manpower will be reserved to ghost suppression system (0.3 divs).
If you chose 2w cav div template (2 suppression) it would be 3/2 of equipment and manpower (1.5 divs).
If you than change your resistance law to another that need less suppression number than part of equipment and manpower come back avaliable in stockpile.

Since number of equipment and manpower in a division is linear to the number of brigades there will be no diffrent with 0.3 10w div and 1.5 2w div.

So if you want to compare difrent templates you just divide all its stats by its supression number. That is the number in tooltip of suppres division choosing box.

per 1 supression:
inf -> 666 man, 66 guns, 33 equipment cost
cav -> 500 man, 60 guns, 30 equipment cost
AC -> 200 man, 24 AC, 96 equipment cost

Hardness though reduces your manpower and equipment losses.
So, if you use mix of diffrent brigate types than template will be important.

MP support unit.
It increases supression of hole division by % by cost of little manpower and support equipment. That's why you want all brigates in the template.
per 1 supression:
25 cav with 1939MP -> 392 man, 47 guns, 24 equipment cost
1 cav with 1939MP -> 577 man, 62 guns, 46 equipment cost
25 cav with 1939MP -> 160 man, 0.5 guns, 18 AC, 75 equipment cost

The quick answer is you misunderstood incorrectly. A template of 1 battalion of CAV is exactly as effective as 25 battalions of CAV (25 divisions vs 1 is the same result, as its all fractional usage)...UNLESS you are using MPs where the larger division template is MUCH more efficient for support equipment costs (up to 25x more efficient), but at the cost of up to 24x5 = 100 Army XP.
