Garrison Bug

1. Create a new game with no mods installed.
2. Start as USA 36
3. Grab 6 garrison units and put them in an army
4. Have the rest of the units in a different group and have them guard the Mexican border
5. tell them to garrison just the ports of the Philippines
6. Most wont move to the Philippines
