Garrision equipment form division designer not working

Am i doing something wrong or have any of you also noticed that garrison division template always gets the newest equipment despite i have unchecked the use of it in the division designer? The rest of my division templates are working correctly. It is only my garrison template.
Right now resistance is chewing through my tier III infantry equpment and tier II armore cars when i want those to my fighting divisions. Am i doing something wrong?

The garrision template has never had tier III infantry equpment checked as i always has the use new equpment unchecked.
I spent many hours playing this game and all my carefull logistics planning is **** because of this and makes me want to quit the game.

I figured out a workaround for this. Set the priority for garrisions to low, upgrades to high and reinforcement to maybe normal.
Then uncheck specifik captured equipment for all other division templates you have so they will not be used - then this equpment will be used in the garrison template. It takes a bit of micro management for the logistics of this, but it can be done.
