Well, you can dedicate trucks to incinerators, but just backwards of what you want.
When a landfill is full (or whatever % you want, really), select it and "empty" it. All trucks for that landfill will then transfer the garbage to the incinerators (or other landfills if available) When the landfill is empty, then "stop emptying" and then the landfill will send out trucks again to pick up garbage.

but exactly this is why I would prefer if I were able to dedicate some of the trucks of an incinerator to the work of getting garbage from a landfill.
If I switch my landfill to "empty" I have to remember which landfill is in emptying state and will have to peridodically check back in order to switch it back to normal state again.
That introduces a lot of micromanagement if I want to have incinerators as well as landfills.
And to have both, incinerators and landfills, can be a very good idea, if it were implemented right:
Landfills have a much shorter pollution and noise radius than incinerators ... that means that you can place them much nearer to living areas than incinerators (without angering the populace).
So, if implemented right one could think of such a scenario:
You have 2 landfills near the citizen areas, whose trucks take the trash from the houses to the landfill. Due to their close proximity to the living area, the garbage trucks from the landfill aren´t as much affected by the local traffic, which means, faster garbage collection time and smaller chance that any houses get left out and complain.
The incinerator plant that is located at some distance further away only collects and burns garbage from those 2 landfills. The garbage trucks from the incinerator aren´t as affected from the traffic as the garbage trucks from the landfills, as they have much more time to collect the garbage (after all the 2 landfills serve as a buffer between incinerator and houses).
IMHO such a scheme would be much better than a scenario where you only use incinrators.
In such an incineator-only scenario you either would have to build the incinerator far from the residential district (and therefore the incinerators garbage trucks would be more affected by traffic on their way to the houses, increasing the chances for households complaining about garbage not getting collected) or you could build the incinerator next to the residential district, but would have to take into account, that some houses will complain about noise and pollution (and therefore may lose worth).
Also, in an incinerator-only scenario you would have one central building from which your garbage trucks drive in order to collect the garbage from the houses. In the landfills + incinerator scenario on he other hand you have 2 landfills which you can place strategically, for example one on each side of the residential distrcit ... thereby effectively shortiing the distance, the trucks from both landfills have to cover in order to collect the garbage from the district.
But, as said, my scenario (with 2 landfills + 1 incinerator) would only work if one can tell thbe incinerator, to collect the garbage only from the landfills ... or maybe even tell him exactl, from which landfills the garbage should be collected
