Garbage problem

Suddenly my city is having massive garbage issues. And even crime.
Even with lots of incinerators (sending out no more than 5 trucks) and police stations. All game options are set as normal. Population is only 13,000

Been playing this game for yrs...i know how it works, this is abnormal.

Are you seeing garbage trucks and other service vehicles spawning then disappearing? If so, they cannot find a route to their desired destination in a reasonable time.

It might help the gameplay experts here (which I am NOT!) if you post a traffic map screenshot, and others from overhead that might show what is causing this in this city.

No. The garbage trucks literally need to cross the st. Each plant is only sending out 1-2 trucks.
