hmm.. he may have misunderstood a thing or two when I talked about the spacing out of technologies that enable the building of buildings.

Yes. I even made my comment about your monarch's safety paraphrasing the implication that was with the comment.

That means it was:

1. Taken out
2. Never in there and it was just a red herring
3. It was refering to just war taxes
4. it was refering to changing taxes based on your form of government
5. it is (or was() part of a policy silder
6. I was refering to taxation based on province improvements
7. It was refering to taxation based on advisors
8. It was based on taxation from ideals
9. I (and several others) were tripping on some nice shrooms that day.
