Games display is pixely

When I play games such as cities skylines.and also other games such as justcause2 for example.on my laptop.If I look really closely My screen it looks like tiny pixels or static or something moving around.It only happens when my laptop brightness is on medium and high but I would like to see the game as my computer screen is kinda dark.Does anyone else know what the moving pixels or static is?

It might be the film grain effect used in Skylines.
