I upgraded to windows 10 from 8.1 and started experiencing some stutter and other issues. Decided to do a complete fresh install of Windows 10. Smooth as butter. Not saying it's the solution for you, but it worked for me.
In the end i've installed windows 10 on top of my old windows 7, and EUIV is mostly the same for me, but i expected that. The os is a blast, i'm on a 4 year old laptop (i7 2630qm + gt540m + ssd 128 gb) and it's rejuvenated once more. Cleaned 30 gigs thanks to the upgrade too, and those were all from my main ssd
I recently built a new pc(i5 4690k, 8 gigs of RAM and Gigabyte G1 Gaming 970) and I haven't really seen a change in performance from Windows 8 vs Windows 10. I did notice a huge performance drop before I installed the Windows 10 compatibility driver for my video card.
I guess I'm lucky, but I upgraded from Windows 8.1 to Windows 10 and I've seen an improvement in stability and performance for HOI3 and a few other games. It feels like Windows 10 is utilizing RAM better and I may even notice faster load times (less sure about that last part).
Personally I downgraded to Windows 7 after about 2 hours on Win 10. Not for me personally additionally I found performance was, on some games, noticeably worse.
