I agree with steveuk, bus lanes could be unlocked after a while, like the upgraded stops for buses and trams..
But more than bus lanes (reduce a crouded 2 lanes road to a 1 lane road for cars could cause a biiig jam in all city), i think that the bus stops at a side of the road, i even big bus terminals that you can place in a free space could help very much with the traffic..
