I wasn't comparing the exclusivity of this and the signup campaign, I was calling attention to the fact that the freeing up of the content from the signup campaign was due to Paradox's realization that locking away content (permanently or behind an unreasonably high paywall doesn't matter) would just end up annoying their playerbase.
I haven't played it either, but I have played the one they did for HoI4, and I've taken a look at the store reviews. The general sentiment seems to be that the app is already overpriced - and that's if you are actually interested in the app and not just the DLC.
The name of the music is a connection, otherwise I haven't played the game as I said, so I don't know whether either event chain - one being the player mourning the loss of a friend or family member to the Black Death and the other being them falling in love with their liege's wife - relates to the story.
I paid full price too and wouldn't care if Paradox gave this away for free. Since the files were included in the patch I have determined it's possible to get them working anyway (trying to avoid the ire of the mods here). Despite this, I still went ahead and bought the DLC, since until now the respect Paradox has treated their customers with has more than justified treating them with respect back. To be clear, I voluntarily paid that money to further support the developers.
EDIT: Just thought to add this, the content wouldn't need to be free, but it would have to be offered at a suitably low price point. They sell packs of music for under 2£, so one piece of music + 2 event chains could go for 0.79£, though even that might be on the expensive side tbh. At that point you can consider it as being "75% off" while you got it full price if it makes you feel better.
My issue here is that this practice might go on, which is something I cannot support, and secondly that other players are now missing out. Call it timed exclusivity if you want, pay for the app and get it, say, 6 months early sound good?
Unreasonably high? 4.99€ isn't particularly high price and with that you get both a mobile game and stuff added to the main game. And I think that "gamebook DLC" has more content than for example Europa Universalis IV: National Monuments II DLC which was worth 1.99€. If we reduce this value from the total price, we can consider that the app itself is worth 3€. To me this doesn't sound like it is unreasonably expensive. Even 5€ just for gamebook isn't that much and personally I don't actually expect that 5€ game is particularly good. I expect that from 50€ game, but for 5€ game it is enough if it gives hour or two of mild enjoyment.
In any case I bought the gamebook because of the main game stuff and if it would be made free for all then I would have wasted my money for nothing. (Although if the gamebook can actually offer that hour of mild enjoyment then it is probably worth that 5€ even without the main game additions).
