So this is the second time this bug has happened to me, and it is frustrating enough to make one want to break down and cry.
The first time I played as Burgundy, having one of the best campaigns yet.
I end up biting over more than I can chew, and is defeated by a coalition. No matter, I think. I will just recover and look for the next target.
Then I notice my armies aren't recovering.
The manpower is refilling, but the "[number] of soldiers will reach your armies this month" is locked at 0. Thus my armies remain crippled. I try disbanding the armies and rebuilding from scratch, but new casualties are not healed either.
This effectively renders the game unplayable. I rage, I cry, I delete the game and walk away.

I try playing the game again some time later.
I have many a fun campaign until I now decided to try playing as the Papal States. Things go great, I am well under ways to unify Italy.
Then my ally, Burgundy, declared war on France. By the end we're victorious.
Then the problem is back. My armies refuse to recover, the reinforcements number remaining locked at 0.

Is there any fix to this?? I've poured hundreds upon hundreds of hours in this game, and this bug is like a bogeyman ready to destroy my weekend utterly.
Has anyone else encountered this? I don't want to lose this campaign as well to it!

Economic screen. Where you see your monthly income. On the right side there are the expenses. You should see a few sliders where you can increase the maintenance value for your units, one for land one for naval. If you keep it at minimum they won't reinforce.

You say you've played hundreds of hours and you didn't know about the army maintenance slider? I bet this is your issue.

Oh that option. I didn't think of it when I heard "off", as it is a slider after all.
I can't remember having used it the first time it happened, but I guess I must have after all.
This lifted a really dark cloud from my mind.

I would have appreciated it if the game made it more clear, but no matter.
Over 400 hours played, yet I'm still able to make such an error.

It does make it clear during war - there's an alert flag about Low Maintenance.

It doesn't show this during peace, and that's debatable. On the one hand, one often wants lower maintenance during peace, and the alert might be distracting/annoying. On the other hand, it can lead to situations like this - and even during peace, you need to be careful with low slider. I've lost armies to rebels several times during early game, because I forgot to raise it before battling them. And when I first started playing I often DOW'd forgetting it was still low.
