I purchased a new PC yesterday (Windows 8.1) and installed Steam + everything needed (.net framwork, c++, directx). I have the same problem your guys are dealing with, nothing happens when i try to start the game. I've tried:
Reinstalling the game from scratch (countless times)
Reinstalling Steam
Running the game directly from the EU4 folder
-as administrator, and in win7 compatability mode (with 640x480 res)
The thing is, when i first installed the game it went through the first time setup and I was able to start the launcher, but the launcher froze directly afterwards. Since then when i reinstall the game (even after i reinstalled Steam) it doesnt go trough with the first time setup, and since the launcher doesnt even open at all.
Running out of ideas, maybe i need to purchase a new PC :S
