Game won't allow me to shut down steam.

Hi! Whenever I close out of CK II and go back to the steam menu I can't exit out of steam. It always says waiting for Crusader Kings II to shut down. The task manager even shows the game isn't running in the background. The only way to play the game again is by doing a force restart and that doesn't even work unless I delete the Steam appcache folder. Is their any way I can fix this problem? I have already tried uninstalling the game.

In task manager look at the Running Processes, not the list of Applications - is ck2.exe listed in there? If so you can kill it there.

That aside it really sounds like a Steam or anti-virus app problem. Check your Steam client is up to date. Exit or disable your AV app and see if the same issue still occurs.
