So I have been struggling with massive stutters. Which happen in the main menu, and with the game paused or unpaused. They happen mostly if not only when I scroll the map.

Things I tried:
  • Changing the Nvidia profile of the game (eg. GSync, cap FPS, disable ansel, force vsync, block vsync, disable AA, etc)
  • Disabling Game Mode and Variable refresh rate
  • Disabling Full-Screen Optimizations
  • Trying to limit the game to different CPU cores
  • Increasing process priority
  • Run the game directly from the .exe
None of these worked. Then after I reset all the above changes, I decided to try to run it in administrator mode.
Boom no more stuttering. I triple-checked by running the game without admin mode and then with admin mode again.
I get the stutters unless it is in admin mode.

So I would like either a way to run it in its normal mode without stutters or a way to run it from the launcher in admin mode. Right now if I set the game to always run in admin mode the launcher won't let me start it.

Specs:
Win 10 Pro 64-Bit
Intel Core i9 10900K
Nvidia RTX 3090
64 GB Ram 3600MHz
Dual monitor setup with the main one using Gsync
 
What antivirus app do you use? Make sure the new eu4.exe is in all its exceptions lists.

What happens if you unload GeForce Experience entirely before starting the game?

And what happens if you run eu4.exe by itself, no Steam?

Just the standard Windows Security/Defender that comes with windows.

Stutter gone even if launched from Steam.

And what happens if you run eu4.exe by itself, no Steam

Same stutters as running through Steam.


I guess the issue was GeForce Experience then. Thank you.

Edit:

To clarify, with GeForce Experience disabled the game runs perfectly with or without Steam, and with or without admin mode.
 
I have see GFE make our games run worse before, which is how I knew to suggest that step.
