Game still considers me unrecognized even though I'm not, is there any way to salvage the run?

Playing as Qing, I won a war to become recognized early on but it wasn't until nearly 50 years later I noticed that the game wouldn't let me take treaty ports in other recognized countries, the tooltip claiming I am still unrecognized despite very well being recognized. Being unable to take treaty ports is disheartening to say the least as the main goal of the playthrough was to get The Western Protectorate achievement, which of course is impossible is I can't take treaty ports. I intend to make a bug report later today, but the reason I'm posting here is to ask; Is there any way to salvage the run and get the achievement? I'd imagine I could fix the bug with console commands, but that would disable achievements. It'd suck to waste an entire half a game just because of this bug.

Edit2: Whelp, I finally pieced together what happened. Turns out with the new Treaty Port systems where you have to be a greater rank than your target, you also have to be a greater rank than their overlord/protector. Portugal was a minor power, but was a protectorate under Russia, thus I couldn't even target Portugal with the treaty port war. I don't know if this is still a bug, or merely a frustrating and unclear game design choice.

Are you sure that you are unrecognised and its not that you can’t take treaty ports due to the new rules on treaty ports (that will make this achievement much harder…)

Sounds like you might be reading the tooltip wrong - is the country you are trying to take the treaty port in also a great power?

Sounds like you might be reading the tooltip wrong - is the country you are trying to take the treaty port in also a great power?
I am unable to take treaty ports in any recognized power, regardless if they are recognized or not. Using the "take treaty port" diplomatic play in the diplomacy lens, no European powers at all are valid.

Does it still persist after saving and loading?
Yes. Also an update/small correction, the tooltip tells me to take a treaty port either (I am recognized and they are not) OR (my rank must be greater than great power) I think I see the real problem now, its that 'rank must be greater than great power' stuff as it's, you know, impossible to do.

Yeah, the problem is that taking back Hong Kong seemingly requires you to beat Great Britain into not being a GP first, which is of course silly. You should be able to take it in a normal return state play.

Yes. Either one of you needs to be recognised and the other not, or you need to be of a higher rank than the target. But that should only prevent you from taking ports from another gp, it shouldn’t stop you taking one from Spain say.
