WOW this thread really exploded over the weekend and hey someone from Paradox is on here now!
It might be a good idea for people who experience slowdown to specify how much system memory their computer has, especially if it's near the bare minimum recommended. I experienced significant slowdown playing Civilization IV but the speed improved after I added memory to my computer.

1. Yes, doesn't make a difference
2. I would say they are permanent all the time, although it speeds up and slows down randomly.
3. I only play in Ironman
4. Big wars and playing in the HRE make things REALLY REALLY slow. Things were less slow in the middle of Siberia.
I want to point out that a FRESH install of 10.0 and 11.0 BEFORE the hotfixes produce the fastest gameplay. The moment those hotfixes start piling on, the slowdowns come back.
Over the past week of this thread I have started to get 'used' to the slow down. I have watched the clock speed at 5 during a month in Ironman and it seems that some days go faster then other days. They go faster, slower, normal, slower, faster. They can slug at what seems to be speed -.05 and jump to speed 5. I normally keep my game running at speed 5 unless I'm in a war, which makes this whole thing even more noticeable.
Here is what I would compare the 'slow' / 'laggy' game speed to - Less then the recommended hardware level. When you are on a computer that does not meet the requirements and you reach the menu it will lag as it zooms in on the map. That experience right there is what many people are currently experiencing with computers that are WELL within the requirements. Could it be the way updates are implemented now? I have no idea - way out of my pay grade. I don't know if any of this helps.
