Here are a few suggestions:

1. Bring the color palette for flags up to 40 different colors. Code/check this so that no two empires can have the same color.
2. Empire Flags - Code/check so that no two AI or Players can have the same flag icon.
3. Empire Spawn - Toggle between: Clustered Start, Spread Out Start & Mixed where starting empires will spawn grouped together, evenly spread out or a combination of the two
4. Empire Species - Code/check so that no two AI or Players will have the same species appearance.

Hope you don't mind me tacking on a few more ideas, mostly from endless space.

More options over how galaxies are generated would be appreciated. Options like:
-Star density (distance between them on the galaxy map, higher density, the more packed together stars are.)

And well, most of the items here.

I'd love to expand upon the galaxy age idea where you can select the age of the galaxy you are in affecting the types of stars and habitable planets you'll encounter, as well as the likelyhood of fallen empires, anomalies, and precursor events.
