This is a dark fantasy setting in which pretty much the entire known world has been conquered by a tyrant.
PoE was set in a world inspired by the early modern period (in terms of technology, fashions, etc.), whereas Tyranny will be set in a world inspired by the late Bronze Age collapse.
Also, there will be no elves or dwarves in Tyranny.
