The game won't let me wage wars with anyone because it says that I'm currently in a revolt, even though I'm not. I have no wars going on, nor any uprisings, nor any revolts of any kind. Some of vassals are warring (external wars only) and some of them also have some revolts going on.

Is this a bug?
If yes, can it be fixed from the console?

thats a known issue, that happens for example when you are the heir of someone that is in revolt, but he dies before ending the war and you arent able to be the leader of that revolt, so you got the status of revolting from him but the revolt ended... yea i know its stupid, other times you were in revolt and the revolt was invalidated for some reason you got a new title of the same tier of your revolt title and kept that status.

Do you have a revolt title?
No.

So, how do I fix it?

I haven't looked at this part of the game but you will either have a title, a modifier or a flag that makes you in revolt. Open the console and type in charinfo and then hover over your character, this will bring up all the hidden modifiers etc., If you see anything that looks like it means in revolt then either clr_char_flag <whatever> or remove_modifier <whatever>, if it's a title then simply give it to someone else
