Regular events that convert the culture of a province use the culture of the holder of that county. However, if I'm not mistaken, this culture has to match the culture of the top liege for there to be any change at all.

I'd like to suggest a new game rule to allow a province to convert to the local ruler's culture even if the top liege has a different one. This would allow for more varied cultural setups. For example, a Byzantine Emperor allowing Coptic culture to spread in Egypt, or Assyrian culture to spread in the Levant, instead of remaining Arab or turning everything Greek.

I guess it's mostly a roleplaying thing, but it's the kind of detail that makes this game so great.

Ideally the culture change should be based on the County holders culture as they are the closest ruler to the people. Having local culture governors should be encouraged for Empires that want to last a long time, see Ottomans etc.

And yet vassals of different cultures tend to revolt much more often, encouraging putting people of your culture in power. Maybe something can be done about this by increasing the power of nationalist revolts or at least their chance of happening.

But having local culture governors gets rid of the risk of province revolts. Depending on how powerful you set province revolts to be, it might be preferable to have a discontent count than risk a 10k provincial rebellion.

Sign me up for the OP's suggestion! I would love to have minority cultures in my empire, instead of the end goal always being complete cultural assimilation.
