This is my system for laptop

Windows 8.1 64-bit
Intel Core i7-3630QM CPU @ 2.20 GHz
16GB Ram
NVIDIA GeForce GT 635M

After version 1.30, I can no longer play the game. The system requirements of the game seem to have increased. my game is extremely freezing and not progressing. The resolution of my computer is 1366 X 768. İmages are worse than before, everything is intertwined. My diplomacy panel in the game has shrunk and a lot. It is impossible for me to continue like this. The optimization of the game is obviously impaired. Our humble game is now struggling to meet our expectations. The game is paralyzed with the new scale settings. I haven't been able to open and play a single game for 4 months. I know there are players like me who have such problems.

If you are not to keen on fancy little moving 3D objects on your map, than I can highly recommend the mod "fast universalis". The mod makes the game run a lot better even if you play on a crappy laptop by simplifying the graphics.

I'm currently having no problem running it at 2048 x 1920 on my HP Spectre x360, which has an i7 chip and intel graphics. Gets a little bit slower in the end game but still playable

Did you had any problem before 1.30 ?
There should be a config file where you can manually change the config if you can't acces it in-game.

I have no problem on my side, i even feel like it's better since 1.30 in 5x speed. (borderless windowed, Hight settings, 1080P, Windows 10, I5-4690K 3.5GHz, 32GB DDR3, RTX 2070)

Your CPU is probably about 3x better than the OPs

OP, have you tried verifying your game settings and ensuring all your drivers are up to date? Whilst performance has tanked, you've mentioned graphical bugs and errors, also double check what your resolution is in AND out of the game

Honestly, I have to say performance is way better than it was. I usually don't have any issues running it, it might be your settings.

Maybe the problem it's the graphic processor?

OP can you check that the game is running on the GPU rather than the Onboard Graphics Processor?

If it's about resolution and you can't launch the game you have a file "Setting" in C:\Users\YourUserName\Documents\Paradox Interactive\Europa Universalis IV (i hope i didn't made a mistake my PC isn't in english, "YourUserName" is the name you use on the PC)
You can force some parameter in this file (use the notepad to edit ) and IIRC if you delete it, it reset all your option (i didn't tryed, so if you do it create a backup before. It worked on another game).
(Note : you can also find in this folder all your saves in "save games")

I think this is the most likely cause of your problem in addition to possible outdated GPU drivers.

The values I wrote in the settings file are not reflected in the game. The settings I made are reset automatically.

The 1.30 lag has nothing to do with system specs. I noticed a significant performance decrease moving from 1.29 to 1.30, even typing in the console is slower than in 1.29.

The main performance issue in 1.30 has to do with the AI's inability to disband merc stacks. Thats why the performance drastically improves in late game when the AI stops building mercs.

I made a mod that adds an event that will get the AI to disband mercs after 6 months if they are not in a war along with some other conditions. It seems to help with performance a lot after letting the game run for a while.

Yea the merc issue is odd. To the OP the 635m might be comparable to an iris 5100 maybe a little stronger which back in the day ran the game ok it’s going to be slower now. But you’re also missing out on years of cpu enhancements. 3000 series is ivy bridge. Also the resolution is in my opinion too low for the game at full scale so you should not be using any scaling at all at this resolution if I recall 768p doesn’t show the full ui when clicking on provinces or things, if you scale it will be even worse.
