game only showing small box then crashing at start

This just happend when I loaded up the game after playing just a few hours ago, when I try to run the game only this small box appears that I cant do anything to for a few seconds before a Cities.exe has stoped workng message appears:

I have already tried disabling all mods/workshop and doing a 100% clean reinstall but nothing worked
