I don't think a timeline has been set yet but it will be more than 5 years! It will probably be of a similar length to vanilla. The impression I and others get with with Westeros is that it is a static society that has really developed over 1000s of years, so probably wont develop much over the coming few centuries. So the general consensus on the board (http://citadel.prophpbb.com/) is that technological/economical development wont be a big factor of the mod. Someone even suggested replacing the technology mechanics with something else entirely, with things like preparation for winter.

Er, on-topic: I'm actually not too sure about how great this mod will be. How long are you going to set the game to last? Because playing for 5 years wouldn't be much fun, are you going to set the game to last 200, 300 years? And if so, how do you know that gunpowder, etc wouldn't be invented during that time frame? It's pretty late in the "Medieval" Age, comparative to our time line, that we enter the story, isn't it?
Society and technology in Westeros seems to have been more or less static for quite some time - how many thousands of years has the place been feudal or feudal-ish now? Consider that Bran the Builder had the technology to build the Wall some eight thousand years before Aegon's Landing. Eight thousand years ago, we were still working out the kinks with that new-fangled "agriculture" business. There's probably change but, for whatever reason, it's much, much slower than our own world. I don't think we need to worry about including gunpowder and the Westerosi rennaisance.

Book fans will know Game of thrones and a song of Ice and fire. TV fans will know Game of thrones but not necessarily A Song of Ice and Fire. So Game of Thrones.

Future TV seasons of Game of Thrones will cover further books of A Song of Ice and Fire, so Game of Thrones seems the best choice - though A Song of Ice and Fire could appear in a MOD subtitle.

In addition, the "game of thrones" is what CK2 is about - adding to catchiness.

Not wanting to spoil everybodys enthusiasm, but has anyone actually asked GRRM about this? I'd think it is a good idea to do so before hours of work are poured into this.

Seeing that the 'Game of Thrones' franchise is quite successful i wouldn't bet my money on this mod not being noticed one way or another. This could in turn lead to not-so-fun-times for PI and everybody involved in the project. With the books, a TV adaptation and (computer) games GRRM could become quite peeved about not being asked in the first place, it is his work after all.

The graphic artists/designers should also take care regarding their source material, even if GRRM does give permission for the mod as such, the artists that created derivative works in the setting of GRRM have their own copyright to be respected.

If you believe there is nothing wrong with using Martin's setting, i would suggest a read up here.

There is a Medieval II Total War and a Mount and Blade ASOIAF mod, they haven't had any issue with copyright that I'm aware of.
And a CKI ASOIAF mod.

HBO was allowed to completely change basic things like coats of arms and house colors for no real reason....and they sell shoddy merchandise in their online store, effectively ripping off his own fans. He's been made aware of it and claims he can't do anything about it.

As to the copyright issue, other mods have used his works without his express permission and no action was taken against them. A very good case for precedent exists. Further, this mod will never get as much of a following as mods for big budget games like the total war series. These things taken together, the mod team has nothing to worry about.
