Game not working once I reset my laptop to factory conditions, Win7

I recently reset my laptop back to factory conditions, and have since then reinstalled all my programs etc, inc. steam and EU4. I used to play Eu4 with the TweaksNFixes mod, and have the preorder DLC. Earlier I attempted to play EU4, went through the first time setup, it then said that I was using a new computer and steam cloud could not sync properly, I continued to the game launcher (as I guess I can't really do anything about that, and am not that worried about the previous games saved on steam cloud), saw I had no DLC in the launcher but guessed they would appear if I restarted, so I quit the launcher and relaunched. One first-time setup ran again (DirectX for Windows), and the launcher appeared, again with no DLC. I tried verifying the game cache, and checked the game properties on steam to ensure my DLC were registered, both fine. So, guessing the DLC would appear when I restarted the game from the actual game, I hit Start Game from the launcher, the launcher disappears, and upon watching my profile picture on the friends list, within a few seconds the game program halts (goes from green to blue around my picture). That is all that happens; I hit start on the launcher, and the program just doesn't continue. I have reinstalled the game multiple times, and checked to ensure the game files from Steam were completely gone once uninstalled. Still nothing is working.

Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.

Thanks Andrew. I saw you said about the NET patches and realised they were the only Windows Update's that I didn't do, so immediately updated them and now the game works and DLC shows. Didn't have to download the other stuff you said.
