You found the settings.txt OK. Under that same place you will see a folder called /logs/, double-click on that. In there will be a file system.log, attach that here. There will also be a file setup.log, double-click on it and it will open in notepad. In there hit the f3 (search) key and type in
checksum which will take you to the line with that word in it. Highlight that whole line, ctl-C to 'copy' then switch to here and do ctl-V to 'paste' it in here.
It's not the number of civil wars but the sheer number of units active, as I understand it. The game can't cope with it because it was not designed to, so far as I know. Re-writing the game so that it can cope with a 1-in-10,000 extreme game is just not something that any developer does.
Your Intel driver (at least) is out of date. See if Toshiba have a newer one for you, if not you'll have to do a manual install from the Intel site.

Try the the .exe install first. If it refuses to install (ie Toshiba have restricted you to their drivers, not the generic Intel ones) you’ll need to use the .zip version there.
