Game fails to launch: requiring Pixelshader 2.0 to run

I have just bought and registered a copy of Europa Universalis: Rome and need some tech support. I get this error message when I try to launch the game:
Error: The game requires PixelShader 2.0 or higher to run

I have the version of DirectX that came with the EU:R CD. I have also updated my EU:R to the newest version (1.3). My OS is Win XP. How can I get the game to launch?

Your graphic card is probably not good enough.

Can you please post your dxdiag.

I'm sorry, but you will not be able to run the game. The graphic card don't have support for pixelshader 2.

... for your prompt answer and succinct analysis of my dxdiag, even though the answer wasn't very uplifting.

But I have this complaint to file against the tech developers: The cover should have told about the system requirements.

I wasted my money on this and won't be able to play the game. How can I get my money back?

I don't have the box, but on tech requirements on gamersgate it says that you must have 512mb memory and a 128mb graphic card and a 1.9 ghz pentium processor.

I don't think you meet any of those requirements.

It does, go take a look:

1.9 Ghz Intel Pentium or similar AMD
512mb RAM
Direct X 9.0c
128mb compatible video card & support for pixelshader 2.o

I wasted my money on this and won't be able to play the game. How can I get my money back?

Take it back to the store you bought it from, they should at least offer credit for another game, or your money back.
