This happens with v2.36b. (18-06-2012)

When you start new game as republic, you will only have two consular candidates (except for Rome who has all three slots filled). The problem is that when you open government window and hover over the mystery (missing) portrait, the game crashes immediately.

I think it might be related to this bug with monarchies.

Update:

It seems that for some weird reason there are only prestigious families in Rome. So that the candidates get combined popularity AND family prestige scores for supporters (around 20'ish). While others lacking prestigious families have to settle with popularity ONLY giving them measly 5'ish score and only two candidates.

Since this joke was introduced with the latest patch - the question is - what happened with the family prestige of other countries besides Rome ?

So this is unrelated to the issue monarchies are having after all (which might be simple lack of texture or it's definition in gfx file).
