I see userdir there as a file, I assume that's really userdir.txt ? And it just has a dot in it?
What is in that DLC folder?

I figured it out! I went to http://www.nvidia.com/Download/index.aspx?lang=en-us and downloaded the newest updates for my graphics card and now I can launch CKII through steam with the launcher, play Arma III and 2 other games that havent been working! If anyone else is having this issue and tried the steps previously offered, try this and see if it works! Finally, thank you AndrewT and Aardvark Bellay for all your help and advice.
Great. Recent other threads sugessted that it's solved by updating the graphics driver, but it seems quite unintuitive that the game runs on older drivers, while the launcher doesn't.

I have the same problem where the game won't launch through Steam but I am on Mac OSX 10.9 and this problem didn't exist a few days ago. I can launch the game but can't use steam overlay or get access to my cloud save games.
I have done a complete re-install and am completely stumped at how my game was working fine a few days ago and now isn't. I haven't changed anything since I last successfully launched through steam.

Try disabling the Steam Community Overlay thing in the Steam client.
It worked. Weird that it only just started happening. I take it its a known issue that will be fixed soon then.
I have the same thing on Mac Osx. Disabling the overlay in preferences works. Never use that overlay anyways..
