Game Crashing while "Loading Flags"

I bought CKII on steam yesterday and tried to play it immediately. I bought the base game with no DLC. However, when the game is loading it will work fine up until it tries to "load flags" and then it will get a runtime error and crash. I reinstalled and nothing changes. I've tried to look up so many solutions online, but nothing has worked. This post is my last attempt to solve this problem, because I'm pretty fed up with this.

I'm also pretty computer illiterate. The extent of my computer knowledge is being able to google things and follow direct instructions. Just so everyone knows my limitations.

Please help. This game looks really fun and any help would be appreciated.

Please go to C:\Program Files (x86)\Steam\steamapps\common\crusader kings ii\DX\ and run dxsetup.exe

Please go to C:\Program Files (x86)\Steam\steamapps\common\crusader kings ii\ and run vcredist.exe

If that doesn't help, please try installing:

First: http://www.microsoft.com/download/en/details.aspx?id=8328

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35

(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )

Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.
