Game crashing - reboots my pc, and screen doesn't work first time after reboot..

i7-4790k 4.6GHz 8GB RAM, Nvidia GTX 970. Win 8.1 64bit. Crashes every time i play - within 5mins - seems to be when building roads.. I also get the monitor issue (i've seen a few threads on the steam forums reporting this symptom) where it doesn't register the display after rebooting the first time. I'm water-cooled - temps are all fine.

..and when i say "crashes" i mean my whole system reboots.
I've seen numerous people posting the same problem - so i assume this is a bug?
