Game Crashing on startup

Presently whenever I start eu4 it goes through to loading checksums before crashing to desktop without any notice.

At this point I have

. Restarted Computer
. Restarted game
. Deleted all local content
. Restarted game again
. Deleted all local content and clearing all related files on computer
. More restarts


At this point I still get no notice of error, Steam is working for other games

Thanks for any help.

* At this point I have 200h on game so I don't think its cpu
** Edit, now gets to starting screen, crashes on load

As a test, try exiting Steam altogether and manually running eu4.exe - does that work?
