I've had ongoing problems with Skylines as of recently. I consistently get a crash while saving the game. I have it set to automatically save every 10 minutes, and it can usually get through two or three saves, but after that the whole game crashes immediately during the saving process. Either it will completely freeze in place, and won't return to normal (no HDD light), or I get a "Cities.exe has stopped working." No log is generated.
I can sometimes save the game manually, and it will work for a short while. At that point, I wasn't able to play the game for longer than 30 minutes at a time. Initially, the game ran flawlessly until I put in about 8 hours of play, and now the issue has gotten progressively worse. Now I can't get game time longer than a few minutes.

Run as Admin (both Steam and Skylines, no overlay)
Verify game files x2
Change Windows permissions (already correct)
Enable/disable mods
Update/reinstall drivers
Update/reinstall game
